    北市產總總幹事陳淑綸說，勞基法第36條就法學緒論來說，應該要解釋為「任意連續的7日中應有1日休息」，沒有其他的解釋方法。就法律來說，勞基法第36條是例假的構成要件，沒得裁量。如果政府提出特殊裁量，根本是換湯不換藥，「政府已經不是髮夾彎，而是迴紋針」。
